IMAGINEdev, Llc has been formed specifically for the purpose of developing the complex, city within a city, and its members have the experience, knowledge and track record to appropriately plan and develop the unique project.
Member teams and their personnel have planned and developed projects larger in scale than IMAGINE, as well as convention centers, hotels, performing arts centers, airports, low-rise, mid-rise and high-rise office and residential buildings, museums, retail, restaurants, waterfronts, schools, labs, churches, entertainment, sports, medical, industrial and power generation facilities.
The member companies of the IMAGINE Development Team have joined together to bring their individual strength and expertise, and a common commitment to creating a new paradigm in urban development; a project that will both transform a community and raise the City’s global stature.
Paul has over 40 years of successful construction and real estate development experience and was the first commercial real estate executive in Chicago to earn the PMP (Project Management Professional) designation. With stints at Morse Diesel, Schal, Fluor Engineers, Hanscomb Associates, Mesirow Financial and International Facilities Group, his expertise includes cost and schedule analysis, contract negotiation, design and construction supervision, program management and large-scale public/private development partnerships. His experience includes hotels, convention centers, sports stadiums and arenas, entertainment venues, performing arts centers, retail, restaurants, TV, radio and internet production and broadcast facilities, office buildings, corporate office build-outs, trading floors and stock exchange, labs, educational and training facilities, base closure/redevelopment, residential and industrial.
McDermott oversaw the infrastructure portion of the redevelopment of the 1,100-acre Glenview Naval Air Station, “The Glen”, was co-executive in charge of the redevelopment of the 1,100-acre Orlando Naval Training Center, and managed the planning of Purdue University’s 200-acre Research Park in Merrillville, Indiana and 30-acre Civic Center Complex in Jacksonville, North Carolina. He was involved in the development of both the McCormick Place South and West Buildings, managed the O’Hare Airport Retail Concessions Program and lead procurement activities on nuclear power plant projects for ComEd and Nevada Power, and a co-gen plant for Rochester, New York. He managed the renovation of the landmark, Art Deco icons, Ambassador East Hotel, Lawson House and Tavern Club. He directed the Mesirow Financial Hotel Redevelopment Opportunity Fund, was real estate advisor to Anschutz Entertainment Group (AEG) on the $100 million 25,000-seat Toyota Park MLS soccer stadium, and was economic development advisor to the Women’s Pro Softball League, Village of Bridgeview, Illinois, City of jacksonville, North Carolina, and City of Orlando, Florida.
Robert has almost 50 years of successful real estate development experience particularly with large scale projects. He has been responsible for long range development planning, land acquisition, development planning, entitlement and underwriting on mega-projects including the 38,000-acre Irvine Ranch mixed-use development, 3,500-acre mixed-use development in Bakersfield, California, 35,000-acre mixed-use development just outside of Salt Lake City, Utah, and 4,000-acre mixed-use development in Gdansk, Poland. Other notable projects include the Boise Cascade Resort, Prudential Center in Boston, Liberty Place in Philadelphia, Whittier Towers in Detroit, Fashion Island in Newport Beach, California, Woodfield Mall in Schaumburg, Illinois and Sears Tower in Chicago. Schout has been development advisor to the City of Detroit, Detroit Urban Mass Transit Authority, Henry Ford II and the Ford Land Development Company, Prudential Insurance, AIG, Allen & Co, and the Taubman Company.
Iain Dickie is an accomplished building design and project management professional with over 25 years of experience. Abilities include managing diverse multi-discipline project teams, active interface with client/stakeholders, scheduling/budgeting, managing contracts, and team leadership. Comprehensive knowledge of all phases of the project delivery process: conception through turn over. His experience includes hotels, K-12 schools, universities, medical centers, labs, manufacturing facilities, performing arts centers, retail and restaurants.
Iain’s most notable projects include the 20,000-seat Sacramento Amphitheater, extensive work for Advocate, University of Chicago and Northwestern Hospitals, Hewlett Packard manufacturing facility in Puerto Rico, Robert Vinoly-designed Booth School of Business at the University of Chicago, and the Gary Comer Youth Center. Iain also managed the renovation of the landmark Intercontinental Hotel.
Rodda is a designer, visual artist, technologist, innovation consultant, and educator. He has lectured widely on the critical intersection between the arts and sciences as they are applied to the built environment. His areas of focus include smart cities, innovation, and civic technologies.
Rodda was a research associate at the Computation Institute, Urban Center for Computation and Data (UrbanCCD) at the University of Chicago. While at the UrbanCCD, he was the technical lead on the development of the LakeSIM project, a prototype framework for coupling urban design and computational modeling tools. Subsequently, Rodda was a Building Technology and Energy Efficiency Specialist at Argonne National Laboratory where he was a subject matter expert to the Laboratory’s sustainability and building technologies initiatives. His work focused on projects relating to next generation facility energy management, energy data analysis and visualization, as well as sensor design, deployment, and industrial IoT. Bo Rodda is on faculty at the Department of Architecture, Interior Architecture and Designed Objects (AIADO) and the Department of Art and Technology Studies (ATS) at the School of the Art Institute of Chicago. He is also a lecturer at the Institute of Design at the Illinois Institute of Technology.
Ms. Smith teaches the groundbreaking class “Entrepreneurship: Urban Opportunities and Solutions” at the Booth School of Business at the University of Chicago. The first of its kind in any university in the US, an article in INC described it as, “Leading the way in training the next generation of founders who want to save our cities.”
Smith is the Boris and Irene Stern Distinguished Service Professor of Accounting of The University of Chicago Booth School of Business. Her research is focused on corporate governance, transparency, and performance. She is a director of HNI Corporation, Ryder System, Inc., Dimensional Funds, and the Chicago-Based UBS Funds.

With a master’s degree in Urban Planning and Urban Policy, Joe is considered an expert in the field of residential real estate development. He has spoken at real estate industry events including Urban Land Institute, NAIOP, and Real Estate Communication round tables. Segobiano has managed institutional assets valued in excess of $3 billion and developed commercial and residential assets valued in excess of $1 billion generating above market returns.
Segobiano managed the redevelopment of the 200-acre Naval Training Base in Annapolis, Maryland, and worked together with Paul McDermott and Iain Dickie while all were at Mesirow Financial.

Since 1992, he has provided Owner’s Representative services to the Chicago Department of Aviation (CDA), which includes overseeing the planning, design, and construction for the Ongoing Capital Improvement Programs (CIPs) for both O’Hare and Midway International Airports. RMCA serves as the lead firm for the current joint venture, CARE Plus, LLC, that provides planning, design management, construction administration, program controls, information technology, budget management, and complete construction management. Additionally, RMCA represents the CDA on all tenant-led projects ensuring projects are designed and constructed to airport specifications and constraints.
RMCA provided Owner’s Representative services during the pre-construction, construction, and closeout phases of the Harold Washington College (HWC). These services included design management, budget, schedule development/management, procurement, A/E and contractor management, construction oversight, project reporting, quality assurance, and FFE management. Serving over 11,000 students per day, the project consisted of the $37 million reprogramming and renovation of HWC, encompassing 330,000 SF of academic and support space on 12 floors. from RMCA administered the complete design and construction of 5 new campgrounds located throughout Cook County for the Forest Preserve District of Cook County’s 3-year, $28.4 million Campground Program, The campground amenities included cabins, toilet/shower buildings, shelters, RV and tent pads, concession buildings, and all supporting infrastructure and utilities.
Another notable project includes the construction of the 31st Street Harbor that included a 2,700-foot-long breakwater, approximately 4 acres of new park space, and a harbor facility located just south of the existing 31st Street Beach. The scope of work included approximately 1,000 new boat slips; green roof parking garage and other parking improvements; the reconfiguration of the entrance to improve access; a playground, promenade, open lawn areas, terraced steps; and a harbor facility with a restaurant and community space.
